Malta Election 2026 Proposals

As Malta approaches the next general election, voters are being presented with a wide range of promises aimed at improving healthcare, education, work-life balance and the overall cost of living. For many women and families, however, the most important question is practical rather than political: which proposals could genuinely improve daily life?

The Malta Election 2026 proposals announced by the Labour Party (PL) and the Nationalist Party (PN) – commonly considered as the two major Maltese parties, each reflect different priorities and different ideas about how Malta should develop over the coming years. Some focus on direct financial support, others on infrastructure and healthcare reform.

For women, low-income families, single parents and younger people trying to build a better future, these policies may have a direct impact on healthcare access, housing affordability, educational opportunities and financial stability.

Below is a neutral comparison of the major proposals officially presented so far.

Labour Party (PL): Financial Support and Women’s Healthcare

The Labour Party’s proposals place strong emphasis on social support measures, healthcare access and worker-focused benefits.

Among the proposals receiving the most attention is the plan to establish Malta’s first dedicated women’s health clinic. According to the party, the clinic would centralise services related to gynaecological care, reproductive health and hormonal treatment while helping reduce waiting times for women seeking specialist support.

Labour has also proposed free medication for conditions such as endometriosis, adenomyosis and hormone replacement therapy. These treatments can be expensive over time, particularly for women managing chronic conditions while balancing work and family responsibilities.

Other family-related proposals include:

  • – An extension of maternity leave to six months
  • – Continued discussion around flexible working arrangements
  • – Financial support measures for workers on lower incomes
  • – Tax reductions targeting young workers and first-time buyers

For low-income households, direct financial incentives and tax relief may offer short-term assistance with rising living costs. Flexible work arrangements may also benefit parents juggling childcare responsibilities or caring for elderly relatives.

Nationalist Party (PN): Healthcare Capacity and Education Investment

The Nationalist Party’s proposals focus strongly on healthcare infrastructure, education and long-term national planning.

Healthcare proposals include plans for:

  • – A new hospital in northern Malta
  • – A new hospital in Gozo
  • – Expansion of Mater Dei Hospital
  • – Replacement of Mount Carmel Hospital
  • – Increased investment in mental health services

For families, one of the key concerns in recent years has been pressure on Malta’s healthcare system, including waiting lists and access to specialist care. Expanded healthcare infrastructure could potentially improve access for patients across different regions, particularly for families balancing work, childcare and ongoing medical appointments.

Mental health has also become a growing issue for women and young people in Malta. Increased mental health services and school-based support systems may particularly benefit students, parents and caregivers dealing with stress, burnout or financial pressure.

The PN has additionally proposed:

  • – A 25% increase in student stipends
  • – Curriculum reform
  • – Greater investment in vocational education and training
  • – A Mass Rapid Transport system aimed at reducing congestion

For lower-income students and young adults trying to improve their future prospects, increased stipends and vocational training opportunities could provide additional support to continue education or enter skilled employment.

What Should Voters Consider?

Election campaigns often focus on headline promises, but voters may also want to consider how policies would affect daily life over the long term.

For women and families, important questions may include:

  • – Which proposals directly reduce financial pressure?
  • – Which policies improve healthcare access and waiting times?
  • – Which measures help working parents balance employment and caregiving responsibilities?
  • – Which plans create opportunities for education, training and social mobility?

Ultimately, voters will need to decide which policies best reflect the kind of future they want for themselves, their families and their communities.
